Provide a forum for the hydrologic warning community to (1) identify, discuss, and promote best hydrologic warning practices; (2) to understand user needs in the context of available technology; and (3) to identify needed advances for addressing user needs. Promote the development of sound hydrologic research and analysis that can be used specifically to provide the best prediction and informed decision-making in advance of a hydrologic event which would warrant warning and/or evacuation to protect life and mitigate property damage.
